      Keeping the economy strong will require addressing two distinct but related problems. Steadily rising federal debt makes it harder to grow our economy, boost our living standards, respond to wars or recessions, address social needs, and maintain our role as a global leader. At the same time, we have let critical investments lag and left many people behind even as overall prosperity has grown. Reform of welfare is one of the nation's most contentious issues, with debate often driven more by politics than by facts and careful analysis. Evaluating Welfare Reform in an Era of Transition identifies the key policy questions for measuring whether our changing social welfare programs are working, reviews the available studies and research.

      The proposals on fiscal frameworks and rules in the recent CEPR Policy Insight on euro area reform showcase the multiple dimensions of the fundamental dilemmas we are confronted with in the governance of the euro area.
